PAST EXPERIENCE
Carl was elected DAV Department Commander for the State of Nevada at the Department's 75th Annual Convention. He was also elected NEC Alternate for the 18th District at the 2022 National Convention.
Carl enlisted in the Air Force in the Delayed Enlistment Program in October 1966 and went on active duty in January 1967. He had three different career fields while serving in the Air Force. His first career field was Security Police. He was training for Vietnam, but his assignment was changed to Chateauroux, France when he graduated from training.
While Carl was home on leave, his assignment was changed once again to Upper Heyford, England, where he
met and married his wife Freda Hill from Liverpool England. Carl and his wife had three sons who are now grown men.
Upon leaving Upper Heyford, England, Carl was reassigned to George Air Force Base, California, where he cross-trained into the 651XO procurement career field. During his time as a Contracting Officer, Carl held many positions. He also became an unlimited Contracting Officer to deploy at any time during a conflict. Some of his jobs included Chief of the Contract Repair Branch, Chief of the Systems Management Branch, Chief of the Contracting Branch, and Executive NCO. During this time, it was a requirement to attend many contracting schools in order to remain proficient.
Carl served 20 years in the Air Force and retired as an E-7 Master Sergeant.
In 1988, he took a job as a Contract Specialist 1102, GS11 for the Director of Contracting at Fort Irwin, CA.
During this time, while working for the government, Carl volunteered for a job at NRCC Naples, Italy, where he was responsible for the negotiation and award of the administrative supply and services contract supporting the ships of the sixth fleet.
During his 15 Years as a Contracting Officer, Carl provided contracting support in Bahrain, Naples Italy, and Skopje Macedonia during conflicts. He also provided contracting support to the Black Hawk helicopter, which was downed in Crete Greece, and provided contracting support to the Kuwait Air Force in Kuwait. Carl provided Contracting support in Sierra Leone, Africa, twice at the Embassy and retired with a Grade of GS-13.
While working for CACI, Carl spent a year In Louisiana, providing Hurricane Katrina support as a procurement analyst.
